Course Description

This course focuses on the Australian market-based system of housing provision. It is a system featuring a high rate of home ownership, a large dynamic private rental market, a small residualised and stigmatised public housing system and a small emergent community housing sector. The course examines key contemporary issues such as change in access to owner occupation, increased levels of housing stress in the private rental market, shortages of public housing and increasing levels of homelessness and their policy contexts. You will be encouraged in discussions and in assessable work to make connections between the study of housing in this course and professional work in the planning, environmental policy, public policy, property and human services fields.

Course Learning Outcomes

Upon successful completion of this course you will be able to: 

  1. Describe and analyse the broad tenure arrangements of the Australian housing system. 
  2. Identify key social and economic factors shaping the provision of housing in Australian urban development. 
  3. Analyse the social and economic features of some contemporary housing issues. 
  4. Engage with contemporary housing policy debates and trends. 
  5. Recognise connections between housing market processes and professional practices in a variety of fields. 


Overview of Learning Activities

Key concepts in this course will be developed through lectures and tutorials/online discussions/practicals, all of which will be supported by online learning tools. The lectures will build your knowledge in the area of housing policy while the tutorials/online discussions will enable you to participate in interactive discussions about these topics. The tutorials/online discussions are supported by readings that you are expected to critically engage with. In addition to the readings, you are encouraged to draw upon your own experiences within the topics under consideration. The practical sessions will provide additional experience in the manipulation and interpretation of spatial and social data.

You will be expected to utilise library and electronic resources (as well as any other appropriate resources) to engage in the reading of academic literature. Recommended learning resources for each topic will mostly include journal articles and web resources but you will also be expected to seek further resources relevant to the focus of your own learning.

Overview of Assessment

You will be assessed on how well you meet the course’s learning outcomes and on your development against the program capabilities. 

Assessment Tasks: 

  1. Housing History and Reflection Task (25% Linked to CLOs 1, 2 and 4)
  2. Housing Policy Analysis Task (35% Linked to CLOs 2, 3 and 4)
  3. Critical Analysis of Housing Policy Task (40% Linked to CLOs 2, 3, 4 and 5)
