Learn more about the public parking options available to you on campus.

RMIT provides limited parking on campus. Parking is at your own risk and sustainable transport methods are encouraged. Please refer to the Sustainable Transport page.

Parking on City campus

Car parking

RMIT’s commercial car park in Building 91 (110 Victoria Street) is independently managed by Care Park. Care Park can be contacted at cpsales@carepark.com.au or 03 9682 1733.

Car park is open daily 6:30am to 10:00pm.

If you prefer the flexibility of street parking, the City of Melbourne offers more than 3000 parking bays throughout the central business district. Please be aware that these parking bays are subject to enforced parking restrictions.

Convenient weekend parking in the city

The Building 91 car park on Cardigan Street (CarePark) is open on weekends for a daily flat rate of $8.00 until 10pm.

The car park is accessible to staff, students and the general public and is a quick walk to both the Lygon Street dining precinct and the CBD.

Motorcycle parking

Motorcycle parking is now available for RMIT students and staff in Building 91 car park on City campus (110 Victoria Street). The car park is open from 6am to 10pm.

Approximately 50 bays have been allocated across all levels of the car park. For bay locations, please see the Building 91 car park map (PDF, 1.6mb, 9p) – bays are indicated by green shading within the map.

No fee will be charged, but in order to use the car park, motorcycle users will need to register for a permit via the Easypark system.

How to register

  1. Register online with EasyPark using your RMIT email address. You will need to create a new password that is eight characters long (this includes one capital letter and one number).
  2. Provide your address and contact details.
  3. Under ‘Apply for permits’ enter your vehicle registration number and continue.
  4. Below you should find parking permit options available to you. Select the permit you require - either ‘Annual Student and Staff Motorcycle Permit’ or ‘Bi-Annual Student and Staff Motorcycle Permit’
  5. Once you accept the terms and conditions and select ‘apply’, your permit is active.

 

Bicycle parking

If you cycle to campus secure bike parking facilities are available at the following locations:

  • Building 51 basement car park, 80-92 Victoria Street, Carlton (with showers and changing rooms).
  • Building 80 (Swanston Academic Building), Level 1, 445 Swanston Street, Melbourne (with showers, changing rooms and lockers).
  • Building 100 (Design Hub), Basement, 150 Victoria Street.

Access to the bike hubs is via your RMIT staff or student card.

Important: bikes are not allowed inside RMIT buildings except to access bike parking facilities. During this transit cyclists must dismount.

Accessible parking

RMIT doesn't have any designated DDA parking facilities at the City campus. However, there are numerous street parking options available which require a Council-issued parking permit.

We recommend that, if eligible, you apply for a City Access Permit.

Parking on Bundoora campus

Permit parking

Parking Permits are required year-round from 8am to 4pm weekdays. There are three ways to pay for parking.

Please note the following:

  • vehicle registration numbers will be used to verify that a vehicle can park on campus. Students who use more than one car for commuting to university will be able to swap their virtual permit between vehicle registration numbers using the online system on an on-demand basis.
  • There is no refund for virtual permits once purchased.
  • Only vehicles with a valid local council issued disability parking permit can park in disabled parking bays.

Casual parking tickets

Ticket Machine Instructions

The pay and display ticket machines at Bundoora campus have been replaced with a pay by plate – a digital and more sustainable solution. This means no more printouts to display on your dashboard, you simply punch in your registration number at the ticket machine instead.

Ticket machines are located around campus. For locations please see this map (PDF 392 KB).

The Pay Plate meters accept:

  • Credit card (tap and go and insert card options)
  • Coins. The Ticket Machine in P1 only accepts credit card

Using the ticket machine

  1. Push any key and then enter license plate number ensuring that you type in the correct license plate number to avoid a fine
  2. Upon entering the license plate number, you will be asked to select payment method

Credit Card Payment

  • If paying by credit card, you will be asked to select your payment time.
  • After selecting the payment time, you will be prompted to present your credit card.
  • On completion, the ticket expiry time is shown for your reference.

Coin Payment

  • After selecting the coin option, you will be asked to select your payment time.
  • The amount of time brought will increase up to the maximum time permitted as coins are inserted. Select OK to complete the transaction.
  • On completion, the ticket expiry time is shown for your reference.

Frequently Asked Questions

Q. How does the parking officer know that I have paid?
A. Parking officers use a PDA to check the number plate of your car against the tickets paid for at the ticket machine. Because the registration number is checked when issuing a fine, the software ensures that you will not get a parking fine if you are legally parked and have paid for a ticket.

Q. What is my responsibility as the user of the system?
A. You are responsible for ensuring that the registration number you input is correct and you have paid for the correct payment time. If the wrong registration number is entered the parking officer is unable to verify you have paid for a ticket and will issue a fine.

Q. What methods of payment does Ticket machine accept?
A. You can pay by Visa or Mastercard credit and debit cards or coins.

Motorcycle parking

Bundoora West: The existing motorcycle parking area outside Building 210 has been expanded to include 23 bays with in-ground hoops. Please bring your own lock/chain to secure your motorcycle to the in-ground hoops.

Bundoora East: A motorcycle cage (with 18 bays with in-ground locks) has been installed outside Building 253. Please bring your own lock/chain to secure your motorcycle to the in-ground hoops. 

Security access is provided automatically on all student and staff cards.

No fee will be charged, but motorcycle users will need to register for a motorcycle permit via the Easypark system. See below for instructions.

Bicycle parking 

  • Bundoora West: Adjacent to B202
  • Bundoora East bike cage: Adjacent to Building 253.
  • To gain access to these facilities using your student card please raise a service now request selecting the "Additional Access" option in the type of access information field. Please add details of which bike hub you are requesting access along with the serial number on the back of your student card. Once your application is processed, Campus Security Services will send you a notification detailing the outcomes of your request.

Important: bikes are not allowed inside RMIT buildings except to access bike parking facilities. During this transit cyclists must dismount.

Share cars

One car, managed by GreenShareCar is available for rent per hour, day or longer, at Bundoora campus.

The Hyundai i30 is located near to the tennis courts, in the Bundoora West Student Accommodation car park, and is available to both students and staff.

Visit GreenShareCar for more information on how to sign up, and what rates are charged. RMIT students and staff are not charged a membership or joining fee.

Building 300 Health Sciences Clinic

Parking at the Health Sciences Clinic in Building 300, 30 Janefield Drive, Bundoora is only available to clinic patients.  Patients are required to check in at reception and provide their vehicle registration number so that a permit can be issued for the day.

If you fail to provide your registration or incorrectly provide your registration, you may be issued with an Infringement Notice.

Accessible parking

Parking on Brunswick campus 

Permit parking

Brunswick parking is now free for staff and students, however you must register for a permit and access to the boomgate.

  3. Under ‘Apply for permits’ enter your vehicle registration number and continue.

You must register using a valid staff or student number for the free Brunswick permit. Please allow up to 48 hours for access to be programmed to your staff or student card. Note that only one vehicle is allowed per staff or student ID; the boom gates will not allow entry of multiple vehicles.

Accessible parking

Only vehicles with a valid Council issued disability parking permit can park in disabled parking bays.

For temporary access to park in a disabled parking bay contact RMIT Security on your campus.

Parking fines

RMIT is an authorised Enforcement Agency through Fines Victoria, and an Authorised Officer may issue Parking Infringement Notices (PIN’s or parking fines) in line with the following Acts:

  • s35 and s61 RMIT Act 2010 (Vic).
  • s90K (g), (i), (iii) and (v) Road Safety Act 1986 (Vic).
  • s13 Infringements Act 2006 (Vic).
  • Rule 8 Infringements (Reporting and Prescribed Details and Forms) Regulations 2006 (Vic).
  • Penalties are set by the Victorian Government under s87(3) of the Road Safety Act 1986 (Vic).

Staff, students, and visitors are required to observe parking regulations on campus and are likely to be issued a PIN / parking fine if they breach parking regulations.

Who decides how much fines are?

Fines are set depending on the offence. Every year on 1 July, penalties are updated under the Monetary Units Act 2004 and are set by the Department of Treasury and Finance. Please visit the Penalties and values page for more information.

From 1 July 2023 (2023/2024); the parking infringement fees are:

  • Band 1 - $38.00 (maximum of $92.00)
  • Band 2 - $115.00
  • Band 3 - $192.00

From 1 July 2024 (2024 / 2025); the parking infringement fees are:

  • Band 1 - $40.00 (maximum of $99.00)
  • Band 2 - $119.00
  • Band 3 - $198.00

Important: Students are reminded that all parking costs are a part of the RMIT University 2024 schedule of Fees. Failure to pay a parking fine has the same consequence as the non-payment of any other student fees.

Paying parking fines

Parking fines can be paid online 24 hours a day, 7 days a week, via an online payment portal or via phone, during business hours. Only Mastercard and Visa are accepted.

Parking fines issued within the last 3 days may not yet be available for online payment.

  • Your full name.
  • Your current postal address (responses can only be mailed to your postal address).
  • Infringement number or vehicle registration number.
  • Reason for your review.

What we can review

We can review parking fines issued by RMIT that have not been paid, not registered with Fines Victoria and have not been referred to the Magistrates Court.

Who can apply for a review?

If you have been issued with a parking fine, you can apply in writing and you must the registered owner of the vehicle. The registered owner can also nominate the person responsible for the parking fine. If you need to nominate another driver, please make a written request to ContactRMIT@orikan.com

You can also provide another person (such as a family member or friend) with written authority to apply on your behalf.

For parking fines issued to a company (or a company owned vehicle), you must be the company director or authorised to act on behalf of the company.

Internal Review Grounds

The law provides five categories or grounds for a parking fine to be internally reviewed:

  1. Contrary to Law: you believe that an offence did not occur or that the issuance of the infringement notice is not valid.
  2. Exceptional Circumstances: unforeseen and exceptional circumstances outside of your control may excuse the conduct that led to the offence. This could include a vehicle breakdown or a medical emergency.
  3. Mistaken Identity: you believe that the infringement notice was issued to the wrong person or vehicle.
  4. Special Circumstances: you had significantly reduced capacity to understand or control the offending behaviour due to a disorder, disease, illness, addiction, homelessness, or family violence.
    If your fine resulted from a situation of family violence, you may be eligible for support. For more information, please visit the Family Violence Scheme.
    Alternatively, you may be eligible to address your infringement, through other methods, such as unpaid work. For more information, please visit the Work and Development Permit page.
  5. Person Unaware: you did not receive advice of the infringement because your fine was originally served by post, and you changed your address between the issuance and the receipt of the infringement.

It is important to note that you can only have one appeal per infringement in accordance with the Infringements Act 2006.

Applications for an internal review should (where appropriate) be accompanied by supporting verifiable evidence. This may include photographs of parking signage, witness statements, redacted bank account statements or other evidence that supports your appeal.

If you paid for your parking but incorrectly recorded your Vehicle Registration Number

If you paid for your parking but incorrectly recorded your VRN (Vehicle Registration Number), you’ll need to provide the following:

  • A copy of the Easy Park receipt evidencing the time that you paid for parking.
  • A copy of your bank statement / credit card statement, evidencing payment.

If a medical emergency occurs

In these circumstances, we would consider a medical emergency to be a severe injury, illness or circumstances posing risk to life or health.

If an emergency occurred, you will need to provide a formal letter, on letterhead from the hospital, doctor’s office or medical practitioner that confirms the following:

  • that you were involved in a medical emergency at the time the parking fine was issued; and
  • this prevented you from parking legally.

On receipt of your appeal, the parking fine is placed on hold, while we review it.

We consider all available information including evidence provided by you, evidence collected from the issuing officer, evidence from third parties, circumstances, and any requirements at law. If we need more information, from you, we will request it in writing.

We assess your application in line with the Infringements Act 2006 and the Attorney-General’s Guidelines to the Infringements Act 2006.

We have a maximum of 90 days to decide on your appeal (longer if we request additional evidence from you), although we will respond as soon as possible. Our estimated times to process your appeal are below:

When we review your parking fine, there are several potential outcomes, which include:

  • Confirming the decision to issue the parking fine.
  • Withdrawing the parking fine and replacing it with an Official Warning.
  • Withdrawing the parking fine.
  • Withdrawing the parking fine and referring the matter to Court.

If your appeal is denied, there are several options available to you as follows:

Please be aware that whilst our internal decision makers consider each appeal on its own merits, it is considered that an appeal from an individual with multiple infringements, especially for the same offence will not be waived, unless one of the five internal review grounds can be substantiated.

The campus is very well signed at our entries to advise everyone arriving in a vehicle that parking permits / tickets are required and our website contains ticket information including fees, methods of payment and location of our ticket machines. At the entry to each parking area, there are signs indicating that you are entering a paid parking area, along with the Easy Park app information.

Appeals are almost never granted for any of the reasons listed below:

  • “Everybody parks there and I’m the only one who got a ticket.”
  • “I was only there for five (or ten etc) minutes.”
  • “I’ve parked there for the last five weeks (months, years etc) and I’ve never been infringed before.”
  • “I didn’t know.”
  • “I thought it was a space.”
  • “I did not see the sign.”
  • “I did not know I could not park there.”
  • “I did not read the information printed on permit or the terms and conditions of the permit.”
  • “I did not have any change.”
  • “I can’t afford the fine.”
  • “I forgot to start the EasyPark App.”
  • “I was running late.”
  • “My class or meeting ran overtime, and I could not re-feed the parking meter or virtual permit.” 
  • “I have not been to RMIT beforebefore, and I did not know I needed to pay for parking.”
  • “I forgot to display my disabled sticker.”
  • “I had something covering my permit/disabled sticker on the dashboard.”
  • “I could not download the EasyPark App.”
  • “The EasyPark app not working.”
  • “I could not find a ticket machine.”

Parking equipment failure

Should you observe that a boom gate, roller shutter door, ticket machine or any other item of parking equipment or a parking area/garage please report this immediately to the Service Desk.

Disabled parking

Bundoora campus

Our Bundoora West, East and Clinic campuses have convenient parking spaces for people with reduced or impaired mobility. Only vehicles with a valid council issued disability permit (Australian Disability Parking Permit (Category 1)) can park in marked disabled bays. To apply, please contact your local council.

Pursuant to Accessible Parking Permits (APP) on the Vic Roads website, an APP does not allow the holder to park in restricted locations such as clearways, No Stopping or No Parking Areas, Taxi Only Areas, Bus Zones, and Authorised Resident Areas.

Australian Disability Parking Permit (APP) - Category 1

If you hold a valid Category 1 APP permit, you can park in the disabled parking bays on our campuses. These bays are free to use effective from 12 March 2024. Please note that prior to this date, paid parking was still applicable.

To park in a disabled parking bay, you will need to apply for an Annual Disability Permit (ADP) through the Easy Park permit system by completing the following steps:

Please note that an Annual Disability Permit (ADP) is FREE, and no payment is required. However, to park in a valid accessible bay, you must have received an ADP from the Easy Park permit system and display your valid APP permit on your dashboard at the time of parking.

The campus maps will assist in identifying the accessible parking options at each campus.

Double Time (DT) Accessible Parking Permits (Category 2)

A Double Time (DT) permit does not permit you to park in a clearly marked and signed disabled parking  bays or park where there are restrictive park signs. 

Payment for two hours of parking entitles the holder of a valid DT Parking Permit to four hours of parking in a standard bay. 

Payment for four hours of parking entitles the holder of a valid DT Parking Permit to eight hours of parking in a standard bay. 

Brunswick campus

APP Permit

If you hold a valid APP permit, you can park in the accessible bays on campus. These bays are free to use.

DT Permit

Parking is free at Brunswick and no payment is required.

City campus

Staff with limited mobility – including staff recovering from an illness or operation – need to apply to the City of Melbourne for a City Access permit which allows special parking privileges in the city. 

RMIT’s commercial car park in Building 91 (110 Victoria Street) is independently managed by Care Park. Unfortunately, Care Park does not provide free disabled parking.
